1. INTRODUCTION
Development of algorithms and availability of large amounts of data make
artificial intelligence one of the most strategic technologies of the 21st century.
Artificial intelligence, as any other technology, not only offers huge possibilities,
but also creates a number of threats and challenges, in particular in the area
of safety, determination of liability and may be conducive to bias and even
discrimination on many issues. Therefore, it is the priority for member states
of European Union to determine the approach to AI, its capacities and threats
that it carries2. For several years, the European Union has been taking steps not
only aimed at ensuring competitive position of the EU on the international arena
within the scope of use of the Artificial Intelligence, but also at facing the social
and political challenges related to such technological progress. To this aim, in
line with the Communication “Artificial Intelligence for Europe” of 25 April
2018, proper preparation of legal and ethical framework for the development of
AI is necessary. These rules should rely on the values specified in Art. 2 of the
