Os governos signatários, membros do Conselho da Europa, Resolutos a tomar as medidas próprias a assegurar a garantia coletiva de direitos e liberdades distintos dos que já figuram no Título I da Convenção de salvaguarda dos Direitos Humanos e das Liberdades Fundamentais, assinada em Roma no dia 4 de novembro de 1950 (doravante denominada “Convenção”), e nos artigos 1 a 3 do primeiro Protocolo adicional à Convenção, assinado em Paris em 20 de março de 1952,
Estão de acordo com o que segue:
Ninguém será privado de sua liberdade pela única razão de não estar em condições de executar uma obrigação contratual.
1. Uma pessoa que se encontra em situação regular sobre o território de um Estado tem o direito de nele circular livremente e de nele escolher livremente sua residência.
2. Toda pessoa é livre para sair de qualquer país, inclusive o seu.
3. O exercício destes direitos somente será objeto de restrições se estas forem previstas por lei e constituírem medidas necessárias, em uma sociedade democrática, à segurança nacional, à segurança pública, à manutenção da ordem pública, à prevenção...
