El oficio y deber de un rey, para administrar la justicia apropiadamente, consiste especialmente en tres puntos. El primero concierne a la persona del rey, su sinceridad, integridad y constancia y en la distribución de la justicia. El segundo concierne las leyes y ordenanzas. El tercero corresponde a la creación y establecimiento de magistrados y consejeros.

El segundo punto concerniente a la administración de justicia es la introducción y conservación de las leyes, estatutos y ordenanzas [...] [30 bis] Porque la ley es el alma de un reino o república. Porque así como el cuerpo sin alma no puede tener vida o movimiento, tampoco puede un reino o república subsistir sin ley. Ella contiene a cada cual en sus obligaciones y oficios y prescribe un cierto orden político. Sin dicho orden, todas las cosas se confundirían y se desordenarían y sería la vida de los hombres del todo parecido a la de las embrutecidas bestias. [...]
[31 bis] Capítulo XII, Del establecimiento de las leyes & Ordenanzas y cómo se deben hacer guardar.
Las leyes y ordenanzas están establecidas e introducidas por los reyes para gobernar y mantener a sus gentes en reposo y tranquilidad, para invitar a los buenos a contenerse siempre en su deber y oficio, proponiéndoles tratos honestos y recompensando su virtud, para distraer y alejar a los malvados de sus vicios e iniquidades, al proponerles graves y grandes penas. Muchas otras leyes son elaboradas con antelación para prescribir un cierto orden y política en todos los lugares de sus reinos y monarquías, leyes que deben guardar inviolablemente [32] cual cosa sagrada y divina, que no procede tanto del cerebro de los hombres sino del espíritu de Dios. Incluso los reyes deben respetarlas y aplicarlas y mostrarse sus primeros cumplidores y observadores. Como si fuera uno de los principales puntos concernientes al mantenimiento de su autoridad y grandeza.
