The most important trade development to date in 2021 is the
replacement in the U.S. of the Trump Administration by the Biden
Administration.
The Biden Administration’s domestic priorities—all with
signi cant trade aspects—are:
x Climate change (with subsidies, “buy national” protection –
according to Biden, within WTO rules)
x COVID and economic recovery/rebuilding (and more Buy
America(n))
x Progressive policies (economic, gender, and racial inequality,
human rights, labor rights, and more—to be incorporated in
trade agreements/arrangements)
x China (and a plethora of trade issues) – to be pursued with allies,
unlike Trump.
As to the timing, throughout the campaign, and reinforced by Biden
on 2 December, was the caution that trade agreements will have to wait
until steps have been taken to “build better” the U.S. economy. That said,
the signing of RCEP, the start of negotiations by the UK (the world’s  fth
