In April of 2014, the United States Department of Jus-
tice’s Federal Bureau of Investigation (FBI) released a
notication, Health Care Systems and Medical Devices at
Risk for Increased Cyber Intrusions for Financial Gain.

This publication highlighted some compliance areas for
consideration in light of the increase in the black mar-
ket sales of protected health information (PHI) obtained
from electronic health records (EHRs). Citing an EMC2/
RSA white paper, the FBI alerted consumers that “[c]yber
criminals are selling the information on the black market
at a rate of $50 for each partial EHR, compared to $1 for
a stolen social security number or credit card number.
