RESUMEN

LA POLÍTICA ÁRTICA DE LA UNIÓN EUROPEA EN PERSPECTIVA GEOPOLÍTICA:

DE LA COOPERACIÓN PACÍFICA A LAS RUPTURAS ÁRTICAS (2017-2022)

Este artículo aspira a ser una revisión crítica de las políticas árticas de la UE, parti-

cularmente de la más reciente Comunicación de la Unión Europea para el Ártico, de 13

de octubre de 2021, desde una perspectiva geopolítica e histórica. En este sentido, se exa-

minarán los elementos que han servido para asegurar que el Ártico ha venido siendo un

espacio de cooperación pacífica y cómo ese entorno geopolítico favorable ha incidido en la

evolución histórica de las políticas de la UE hacia el Ártico, no exentas de desencuentros.

Esta investigación usa la fecha crítica de 2017 para señalarla como el momento en el que

suceden importantes «rupturas árticas» que llegan al momento actual y que indican un

cambio de paradigma desde la cooperación pacífica a una región de posible enfrentamien-

to. Con ese telón de fondo, el artículo analiza qué puede llegar a funcionar bien en la nueva

Comunicación de la UE hacia el Ártico y qué debería repensar la UE si quiere asumir un

liderazgo en la región en un momento en el que todo apunta a una crisis del orden liberal

mundial tal y como fue establecido tras la Segunda Guerra Mundial y refundado en los

años noventa.

ABSTRACT

THE ARCTIC POLICY OF THE EUROPEAN UNION IN GEOPOLITICAL PERSPECTIVE:

FROM PACIFIC COOPERATION TO ARCTIC DISRUPTION (2017-2022)

The article aims to be a critical review of the EU’s Arctic policies from a geopolitical

and historical perspective, in particular the most recent Communication of the European

Union for the Arctic, from October 13 2021. It examines the legal and political factors that

have served to back up the idea of the Arctic as a space of peaceful cooperation. The his-

torical evolution of EU policies towards the Arctic region, while not exempt from points

of disagreement, has taken place in a favourable geopolitical environment. This review

points out the year 2017 as a critical moment in which important «Arctic ruptures» took

place and have persisted up to the present moment. This is proof of a paradigm shift in the

Arctic region, from peaceful cooperation to a region of possible confrontation. Against this

background, the article analyses the elements of the new EU Communication towards the

Arctic that can still be useful and effective and what the EU should rethink if it wants to

assume leadership in the region at a time when everything points to a crisis of the liberal

world order as established after World War II and re-founded in the 1990s.

Con frecuencia creciente desde el año 2017, diversos autores y analistas 1

anuncian que estábamos llegando al final de un periodo anormal en la histo-

ria del mundo —el fin del llamado orden liberal global—. Durante varios años

hemos vivido con la idea de que la cooperación entre Estados y el respeto a
