ABSTRACT
Whereas m ainstream crit ical literature af rms that indicat ors are a new
global form of Nort h-South dominat ion, people in the g lobal south do not
experien ce these ind icators as such. I n some ways, some soci al movements
have used the d iscours e surrounding indic ators to obtain monetary a nd
symb olic cap ital. T his ar ticle an alyze s these indica tors as a form of re sis-
tance, de stabili zing tra ditional cr iticis m of the discou rse. The Co mmunity
Mothers case st udy, developed bet ween June 2012 and Februa ry 2013,
shows how street-level bur eaucrats use the i ndicators as an e mpowerment
mechani sm. The Community Mothe rs display an undocument ed agency
that develops a fem inist agen da of helping fellow wome n, contrary t o
the governme nt agenda that promotes chi ldcare and the early ch ildhood
program policies. In this sense, the eldwork undertaken portrays mothers
and child ren as con icting ac tors. Despit e this, the so cial poli cy indicat ors
hide this c onict rep roducing the nor mative image t hat ideologica lly links
mothers with t heir chi ldren. The r esults of th is resea rch project r eveal,
therefore, that th e global south pl ays an unexpe cted role in th e power
dynamic s inherent to the ind icator. It presents a very dif ferent version of
the histor y of global govern ance to the one t hat portrays unidire ctional
and struct ural domination of fered by neocolonial ism, in which the south
always loses.

RESUMEN
Al paso que los textos c ríticos tradicional es arman que los i ndicadores son
una nueva form a de dominación del su r por el norte, las personas en el sur
no experimentan estos indicadores como tales. En cierta forma, algunos
movimientos soc iales han usad o el discurso que rode a a los indicadores pa ra
obtener capital mo netario y sim bólico. Este artíc ulo analiza e stos indica dores
como una form a de resistencia , que desestabiliza la crítica tradiciona l del
discurso. E l caso de las Mad res Comun itarias desa rrollado entre j unio de
2012 y febrero de 2013, muest ra que los burócratas d e la calle usan lo s indica-
dores como un m ecanismo de empod eramiento. Las Madres C omunitarias
muestran un a agencia no doc umentada q ue desarrolla l a agenda femini sta
de ayudar a l as mujeres, contra rio a la agenda gu bernamental q ue promueve
la asistenci a a los niños y las políticas de prog ramas de infancia tempra na.
En este sentid o, el trabajo de ca mpo llevado a ca bo muestra a las m adres
y a los hijos como actores en conicto . A pesar, los indicadores de política
social oculta n este conicto que reproduc e la imagen normativa qu e vincula
ideológica mente a las madre s con sus hijos. E l resultado de esta i nvestigación
revela por consig uiente, qu e el sur global ju ega un papel in esperado en l as
dinámic as de poder inheren tes al indicador. Prese nta una versión muy dife-
rente de la histori a de la gobernanza local resp ecto de aquella que presenta
una domi nación unidire ccional y estructu ral ofrecida por el neocol onialismo
en la que el sur s iempre pierde.
