3.1.1. The concentrations of airborne asbestos in the working environment
should not exceed the exposure limits approved by the competent authority after
consultation with recognised scientific bodies and with the most representative
organisations of the employers and workers concerned.
3.1.2. The aim of such exposure limits should be to eliminate or to reduce, as
far as is practicable, hazards to the health of workers exposed to airborne asbestos fibres.
3.1.3. In accordance with national legislation and practice, the exposure levels
of airborne asbestos in the working environment should be established
(a) by legislation; or
(b) by collective agreement or by any other agreements drawn up between employers
and workers; or
(c) by any other channel approved by the competent authority after consultation with
the most representative employers' and workers' organisations.
3.1.4. The exposure limits should be periodically reviewed in the light of
technological progress and advances in technical and medical knowledge concerning the
health hazards associated with exposure to asbestos dust and particularly in the light of
results of workplace monitoring.1
