Declaración a favor del 'trabajo decente' en el sureste de Europa.

SOFÍA - Representantes de los gobiernos, empleadores y trabajadores de ocho países (Albania, Bosnia-Herzegovina, Bulgaria, Croacia, Hungría, Rumania, Antigua República Yugoslava de Macedonia y Turquía) han suscrito la Declaración de Sofía, que suscribe el pacto de estabilidad para el sureste de Europa y subraya la necesidad de adoptar "políticas económicas y sociales sólidas y de justicia social" para afrontar las consecuencias de las crisis económicas que afectan a los empleadores y trabajadores de toda la región.
La Declaración de Sofía fue adoptada por los líderes sociales y laborales después de dos días de negociaciones tripartitas en la capital de Bulgaria, los días 21 y 22 de octubre. La Declaración insiste en que es necesario perseguir de forma conjunta un crecimiento económico sólido y políticas de desarrollo y subraya la importancia de "tener plenamente en cuenta las dimensiones sociales de la reconstrucción y la reestructuración".
La Declaración señala que las economías de la región deben afrontar la pobreza y unos sistemas inadecuados de protección social que "han sido resultado de conflictos prolongados en la región que culminaron en la reciente crisis de Kosovo, que han obstaculizado considerablemente nuestros esfuerzos hacia la transición a una economía de mercado con estabilidad social".
La Declaración subraya el compromiso de la OIT para proporcionar trabajo digno, lo que significa trabajo productivo en el que los derechos queden protegidos y que genere ingresos adecuados con una protección social adecuada. Las políticas orientadas al empleo que apoya la Declaración deberían a la par con adecuadas políticas monetarias, fiscales, industriales, educativas y del mercado de trabajo. Pide "especial atención" a "la lucha contra la corrupción, las barreras administrativas y la economía sumergida".
La Declaración de Sofía pide a los interlocutores sociales que se conviertan en participantes activos en la preparación y ejecución del pacto de estabilidad adoptado en Colonia, Alemania, en junio de 1999, y posteriormente ratificado en la Declaración de la cumbre de Sarajevo el 30 de julio de 1999. La Declaración hoy suscrita insta a que el pacto de estabilidad se desarrolle como un "instrumento concreto de fomento de la democracia y los derechos humanos" y pide que se tengan en cuenta los siguientes objetivos:
- promoción y realización de los derechos fundamentales en el trabajo;
- mejores oportunidades para hombres y mujeres para asegurar empleo e ingresos dignos;
- mejora de la protección para todos; y
- estructura tripartita consolidada y diálogo social.
