FINANCING
Article 113
Financial Regulations
Except as other wise speci f‌ically prov ided, all f‌in ancial matte rs related to the Court a nd
the meetings of t he Assembly of States Parties, inc luding its Bureau and subsidia ry bodies,
shall be gover ned by this Statute a nd the Financi al Regulat ions and Rules adopted by the
Assembly o f States Parties.
Article 114
Payment of expenses
Expenses of t he Court and the A ssembly of States Part ies, including its Bu reau and subsidia ry
bodies, shal l be paid from the funds of the Cou rt.
Article 115
Funds of the Court and of the Assembly of States Parties
The expense s of the Court and t he Assembly of States Par ties, includi ng its Bureau and
subsidiar y bodies, as provided for in the budg et decided by the Assembly of States Part ies,
shall be prov ided by the following sources:
(a) Assessed contributions made by States Parties;
(b) Funds provided by the United Nations, subject to the approval of the General
Assembly, in particular in relation to the expenses incurred due to referrals by
the Security Council.
Article 116
Voluntary contributions
Without prejudice to ar ticle 115, the Court may rec eive and utili ze, as additional f unds,
voluntary cont ributions from Gove rnments, internat ional organi zations, indiv iduals,
corporations a nd other entities, in accorda nce with relevant cr iteria adopted by the Asse mbly
of States Par ties.
Article 117
Assessment of contributions
The contribut ions of States Partie s shall be asse ssed in accordance w ith an agreed s cale of
assessment, based on t he scale adopted by the United Nat ions for its regul ar budget and
adjusted in accordance w ith the principles on which that sc ale is based.
Article 118
Annual audit
The records, books a nd accounts of the Cour t, including its a nnual f‌ina ncial statements,
shall be audited a nnually by an independent auditor.
