El desmembramiento de la URSS ha sido un proceso largamente estudiado desde múltiples perspectivas derivadas de la sucesión, singularmente en relación a los tratados. La presente obra posee, ante todo, una virtud clara, cual es la de completar el mosaico de enfoques jurídicos derivados el mayor fenómeno sucesorio con una rica casuística en su seno. Pero además, su metodología es ciertamente adecuada para el estudio del objeto propuesto, pues la autora no evita entrar a fondo en los aspectos teóricos de elementos jurídicos presentes en la sucesión de la federación soviética, combinando este enfoque como un exhaustivo conocimiento empírico de las soluciones alcanzadas. Así desde el reconocimiento internacional que otorga una carta de naturaleza a cada elemento estatal resultante del desmembramiento (identidad de los Estados Bálticos, continuidad de Rusia y sucesión en relación a los nuevos sujetos), el trabajo estudia en profundidad la práctica para, finalmente, contrastar el resultado con las soluciones propuestas por la Convención de 1983 sobre sucesión en materia de bienes, archivos y deudas del Estado.
Desde esta lógica, el libro dedica su primera parte al estudio del marco jurídico general en el que se inscriben los resultados del proceso de desmembramiento del Estado Soviético. A lo largo de tres capítulos, la autora estudia pormenorizadamente las nociones de sucesión, identidad y continuidad y sus consecuencias en la práctica seguida por los nuevos Estados surgidos de la antigua URSS. La personalidad jurídica internacional reconocida en cada caso ha marcado definitivamente el devenir del proceso jurídico de la sucesión.
La segunda parte de la obra detalla con gran acierto sistemático cada uno de los ámbitos materiales objeto de estudio. Así, respecto a los bienes del Estado el trabajo aborda el complejo asunto del reparto de bienes del Estado, tanto los situados en la antigua URSS, cuanto los existentes en el extranjero.
