Namibia Council says mandate remains 'unfulfilled.' (United Nations Council for Namibia)

The United Nations Council for Namibia on 28 March decided that until the UN independence plan for Namibia was implemented, its own mandate remained unfulfilled. Accordingly, it stated, it would continue to monitor developments within Namibia and continue its programmes of assistance to prepare Namibians for the future development of their country.

The Council-which was established by the General Assembly in 1967 as the legal administering authority for the Territory-declared that its mandate, and its related responsibilities and activities, could be terminated "only by the explicit decision of the General Assembly or following the transfer of all powers to Namibia upon the declaration of independence".
