INTRODUCTION
In Islamic Law and International Law: Peaceful Resolution of Disputes
(2002), Associate Professor Emilia Powell provides an expansive con-
tribution to the understanding of Islamic law states (“ILS”) and the rela-
tionship between ILS and international law. Powell’s work is expressed
as a contribution to the study of peaceful conict resolution in interna-
tional law. However, as Powell notes, her work is not easily categorised.
Her book covers comparative law and domestic law, international law
and political science, constitutional law and alternative dispute resolu-
tion, and secular law and religious law. It is also more than a literature
review. Powell’s research assesses characteristics of the legal structures
in thirty ILS, codes information from 172 constitutions and major con-
stitutional amendments, and is informed by indepth qualitative inter-
views with Islamic law scholars and practitioners of international law,
including judges of the ICJ, States’ Legal Counsels and United Nations
Legal Advisors.
