End to 'all-out war' reported in Yemeni conflict.

An "all-out war in the Yemeni crisis"--which had erupted in the beginning of May between northern forces loyal to President Ali Abdallah Saleh of Yemen and southern forces supporting Vice-President Ali Al-Bidh-seemed to have "come to an end", Secretary-General Boutros Boutros-Ghali reported (S/1994.817) on 12 July.

On eight occasions, he said, dates and hours had been agreed upon for the cease-fire to enter into force. But each time the cease-fires, including the one agreed upon on 30 June in Moscow, had not held "for more than a few hours". on some occasions, the designated time came and went, and the fighting did not even stop momentarily", Mr. Boutros-Ghali stated.

Deeply disturbed that "no cease-fire has been implemented or sustained despite several cease-fire declarations by both sides", the Security Council on 29 June had asked the Secretary-General and his Special Envoy for Yemen, Lakhdar Brahimi of Algeria, to "continue talks under their auspices with all concerned", with a view to implementing a "durable cease-fire" and establishing a mechanism "to monitor, encourage respect for, an help to prevent violations" of the cease-fire.
