e excitement we obtain when we can introduce and channel a variety
of fresh takes on the Law is nothing else than the primary motivation
behind the establishment of this journal. Moreover, this journal will
be the natural home for authors mainly based in the global south. In a
sense, then, the dual goal of this journal suggests that it hinges on the
conviction that a sizable proportion of raw and fresh ideas on the Law
deserve attention by a wider audience. is conviction is, furthermore,
not simply wishful thinking. Given the international emphasis on
publishing internationally, which has become the norm across the
global south, we believe that living up to this is not only a realistic
expectation but highly attainable in the short run.
Reality is, nonetheless, much more complicated. Indonesia is a case
in point. Many local academics meet with pressing silence the emphasis
on publishing internationally. Why? One explanation involves the brute
fact that the policy to publish internationally (“internationalization
policy”) has represented an abrupt turn. In other words, the policy is
newly invented and has no basis in Indonesia’s previous development
of its academic agenda. Consequently, many local academics are ill-
prepared for it. As far as we know, no policy has been designed to
ensure its smooth transition. Unsurprisingly, the resistance toward the
internationalization policy ranks high among local academics.
It is safe to say, the turning point in the movement of anti-
internationalization policy is when a frustrated academic at
Indonesia’s most prestigious university led a lawsuit to challenge its
