Discuss plan for comprehensive settlement of Cambodian conflict.

Extensive discussions were held in February in Hanoi on the draft plan for a comprehensive political settlement of the Cambodian conflict.

Ali Alatas of Indonesia and Edwige Avice of France, Co-Presidents of the Paris Conference on Cambodia, met with Vietnamese Foreign Minister Nguyen Co Thach on 1 and 2 February. Rafeeuddin Ahmed, Special Representative of the Secretary-General, was also present.

The Vietnamese side reiterated its acceptance of the 28 August 1990 framework document of the five permanent members of the Security Council as the basis for settling the conflict. All sides agreed that there must be full respect for the sovereignty of the Cambodian nation.

Viet Nam also welcomed the results of the meeting between the 12 members of the Cambodian Supreme National Council (SNC) and the two Co-Presidents and Mr. Ahmed in Paris from 21 to 23 December 1990. It reaffirmed its willingness to support the efforts of the Co-Presidents to resolve remaining issues.

To enable the Paris Conference to reconvene in an atmosphere propitious to national reconciliation, all parties to the conflict must exercise genuine restraint, it was stated.

The Co-Presidents reported they had formally presented the 26 November 1990 draft agreements on a comprehensive political settlement to SNC members who, in turn, reiterated their acceptance in its entirety of the framework document formulated...
