On 28 September, the Security Council described the deterioration of the security situation in Guinea as "very serious" after a series of violent attacks by Liberian and Sierra Leonean rebels on villages in Guinea left an estimated 80 civilians dead, including a UN aid worker. On 16 September, aimed assailants killed Mensab. Kpognon, a Togolese national working for UNHCR, in Macenta along Guinea's border with Liberia. He was the 15th UN staff member killed this year.
