Secretario general de la oea se une a embajadores caribeños en pro de extensión de ley sobre asociación comercial

El Secretario General José Miguel Insulza destacó hoy que la Organizacion de los Estados Americanos (OEA) apoya la renovación de la Ley de Asociación Comercial con la Cuenca del Caribe (CBTPA, por sus siglas en inglés) de 2000 ya que, de no renovarse, el efecto sería “sumamente grave” para las economías caribeñas. Así lo afirmó durante una audiencia pública convocada por la Comisión de Comercio Internacional de Estados Unidos, en referencia a la ley que se vence en septiembre próximo.
“La OEA apoyaría la renovación y la expansión de la CBTPA en aras de consolidarla para aquellos países que gozan de beneficios estratégicos económicos y políticos dentro del marco actual”, señaló el Secretario General durante una reunión sobre “La Región Caribeña: Balance del Crecimiento y Desarrollo Económico”, celebrada en la sede de la Comisión de Comercio Internacional en Washington. El Presidente de la Comisión, Daniel R. Pearson, dirigió la audiencia, que contó con la presencia de varios embajadores caribeños, representantes de organizaciones internacionales y expertos en materia de comercio, algunos de los cuales presentaron su testimonio.
Tras citar vulnerabilidades y limitaciones sufridas por muchos de los países beneficiarios, Insulza se manifestó en pro de una expansión del arreglo actual “para atender las dimensiones que tienen un papel central en la mayoría de los países de la CARICOM”, y en particular en materia de comercio en servicios, “materia que tiene enorme potencial para el crecimiento y transformación económica”. Destacó, asimismo, que se deben incluir previsiones sobre los servicios financieros a la luz de la importancia que revisten las remesas y las posibilidades infinitas que implican.
“La expansión de la CBTPA podría prever el establecimiento de bancos locales dentro de Estados Unidos, fuente principal de las mencionadas remesas, para que puedan aceptar depósitos y realizar transferencias de las personas a sus países de origen”, dijo el Secretario General. “Este mecanismo fortalecería la base financiera de estos bancos, expandiendo al...
