El Secretario General de la Organización de los Estados Americanos (OEA), César Gaviria, invitó hoy a la comunidad internacional a “no dejar sola a Colombia” y a tener “un acto de fe y confianza por encima de las controversias” que suscite el proceso de paz con los paramilitares en ese país, además de pedir su cooperación no solo financiera sino también con apoyo a proyectos de carácter productivo y social.
Gaviria, quien intervino en una sesión del Consejo Permanente en la que también participaron el Jefe de la Misión para Apoyar el Proceso de Paz en Colombia (MAPP/OEA), Sergio Caramagna y el Alto Comisionado para la Paz en ese país, Luis Carlos Restrepo, insistió en afirmar que el proceso tiene una complejidad especial por las características del conflicto y que por lo tanto ha generado una serie de controversias a nivel nacional e internacional.
El Secretario General reafirmó el carácter técnico de la MAPP/OEA, “significa esto que no somos parte de la controversia interna del país, de otra forma seria imposible cumplir con la misión en Colombia”. La OEA no se involucra en las decisiones de carácter gubernamental aunque no se puede privar de dar opiniones a nivel privado, dijo Gaviria.
El ex presidente colombiano recordó el llamado que hiciera el Presidente Ricardo Lagos, de Chile, a los jefes de estado del Grupo de Río reunidos en Cuzco, en 2003, en el esfuerzo de ayudar a Colombia. Allí el mandatario chileno invitó a los presidentes a que se ocuparan de Colombia. “De esa intervención nació un cambio importante en la perspectiva internacional que se tenía del problema en nuestro país”, dijo Gaviria.
El Jefe de la MAPP/OEA, Sergio Caramagna rindió al Consejo Permanente su segundo informe verbal, en el cual subrayó los avances, alcances, limitaciones y complejidades de la misión. Dijo que hasta el momento se han desmovilizado más de mil paramilitares en el territorio...
