Reca llin g all its p revious r esolutio ns and state ments of its Pr esident o n the
situa tion in Somalia ,
Reaf firm ing it s f ull respec t for the sover eignty, terr itorial int egrity, polit ical
inde pendenc e and un ity of S omalia,
Reca llin g that th e Gov ernment of Soma lia ha s pr imary resp onsibili ty for
ensu ring secu rity with in Somal ia, and r ecognisi ng the Go vernmen t of Soma lia’s
requ est fo r con tinued intern ational supp ort to ena ble it to achiev e pro gressive ly it s
aim o f a sec ure, sta ble, pea ceful, u nited an d democ ratic co untry,
Comm end ing the con tributi on t o p eace and securi ty in Somalia mad e by th e
Afric an Un ion Mi ssion i n Soma lia (A MISOM) and i ts suc cessor, the Afri can Un ion
Trans ition Mis sion in So malia (ATMIS ), since th e beginni ng of oper ations in S omalia
16 y ears ago ,
Comm end ing all th ose wh o have serve d in AMI SOM a nd ATMIS w ith ho nour,
and pa ying trib ute to thos e who gav e their live s in the pur suit of the mandates of these
Miss ions ,
Expre ssin g gr ave con cern th at the te rrorist group Al -Shaba ab conti nues to pose
a serious thr eat t o the pea ce, security and stabi lity of S omalia and the region , an d
noti ng its in creased use of Improvi sed Expl osive D evices ( IEDs),
Expre ssin g grav e concern at th e continue d p resence i n S omalia of aff iliates
link ed to IS IL/Da’e sh,
Cond emn ing in th e s trongest po ssible ter ms terroris t a ttacks in Som alia and
neig hbouring stat es, e xpressin g dee p co ncern at th e lo ss of civil ian l ife f rom t hese
attac ks, and the risk to inte rnationa l forces as dem onstrate d by the attacks on ATMIS
base s ope rated and staffed by Burund ian an d Ug andan person nel i n May 202 2 and
May 2 023 respe ctively, re iteratin g its dete rminatio n to supp ort compr ehensiv e efforts
to redu ce the thre at posed by Al- Shabaab , a nd urging S omalia’s le aders to wo rk
toge ther on the figh t agains t terror ism,
Cond emn ing in t he str ongest terms all a ttacks, provo cations and incitem ent to
viol ence again st ATMIS pe rsonnel, a nd United Na tions and ass ociated pe rsonnel,
