The S ecurity Counci l,
Recalling all its pr evious res olutions and sta tements of it s Pre sident o n
prev ention of arme d confl ict, pr eventive diplo macy, med iation and peace ful
settl ement of dispute s, i n pa rticular res olutions 1 366 (2001) and 1625 (20 05), and
the stateme nts of its P resident of 2 2 Febr uary 19 95 ( S/PRST/1995/9), 30 Novembe r
1999 (S/PRST/1999/34), 20 July 2000 (S/PRST/2000/25), 13 May 2003
(S/PRST/2003/5), 2 0 Septemb er 2005 (S/PRST/2005/42), 21 Ap ril 2009
(S/PRST/2009/8), 2 2 Septemb er 2011 (S/PRST/2011/18), 15 Apr il 2013
(S/PRST/2013/4),
Recalling th e deter mination of the people s of the Unite d Natio ns, to save
succ eeding generati ons fro m the s courge of war and to reaffirm faith i n funda mental
huma n rights ,
Recalling all Purpo ses and Princip les enshrin ed in t he C harter of the Unit ed
Nati ons,
Recalling th e pr imary r esponsib ility of the Se curity C ouncil for the
main tenance of inter national pea ce an d se curity and acting in accord ance with the
Purp oses and Princip les of t he Char ter of t he Unite d Natio ns,
Reaffirming t he S ecurity Co uncil’s contin uing commi tment to addres sing the
prev ention o f armed confli cts in al l region s of the world,
Expre ssing its de termina tion to enh ance the eff ectivene ss of the Uni ted
Nati ons in p reventi ng and e nding a rmed co nflicts, their e scalatio n, sprea d when they
occur, and the ir resur gence o nce they end,
Recalling that the pr eventio n of co nflict rema ins a primary res ponsibi lity of
State s, a nd fu rther recall ing their primar y re sponsibi lity to p rotect civil ians and to
respe ct and en sure the hu man righ ts of all in dividual s within t heir terr itory and
subje ct to their juris dictio n, as provid ed for by r elevant inte rnationa l law, a nd
furt her, reaffirming the r esponsi bility o f e ach indi vidual St ate to pr otect it s
popu lations fr om genoc ide, war c rimes, et hnic clea nsing, an d c rimes aga inst
huma nity,
