The S ecurity Counci l,
Recalling its prim ary respon sibility und er the Charte r o f t he United Nati ons
for t he maint enance of inter nationa l peace and se curity,
Recalling its resolu tions 2151 (201 4) o n s ecurity sect or r eform, 2167 (20 14)
and 208 6 ( 2013) on Unite d N ations pea cekeepin g o peratio ns, 1894 (2009 ) o n t he
prot ection o f civil ians, 1 325 (20 00) and all su bsequen t resol utions o n wome n, peac e
and secur ity, 214 3 (20 14) and p revious resol utions on children and armed conf lict,
2117 (2013) on sma ll arm s and light w eapons, and t he stat ements of its Presid ent of
21 Febru ary 2014 on the rule of law (S/PRST/2014/5) and 20 Decemb er 2012 on
post -conflic t peac ebuildi ng (S/PRST/2012/29), as well as oth er rel evant resoluti ons
and statemen ts of it s Presid ent,
Reiterating the need for a com prehensi ve ap proach to conflic t pre vention and
sust ainable peac e, whic h comp rises o peratio nal and struct ural me asures for the
prev ention of ar med c onflict and add resses its ro ot ca uses, incl uding thro ugh
stre ngthenin g the rule of law at intern ational and na tional le vels and p romo ting
sust ained eco nomic g rowth, p overty e radicati on, soci al devel opment, susta inable
deve lopment , natio nal r econcili ation, good governa nce, democra cy, gender equalit y
and r espect for, and p rotecti on of, h uman ri ghts,
Stressing t hat the s uccess o f the ma ndates o f peacek eeping opera tions and
spec ial po litical missio ns req uires close coopera tion b etween the different elem ents
of th ese mis sions un der the overall leaders hip of t he Head of Miss ion,
Reaffirming its comm itment to uphol d the purp oses an d prin ciples of th e
Char ter of the United Natio ns, inclu ding its commi tment to and resp ect for t he
princ iples of polit ical indepe ndence, sov ereign equ ality and terri torial inte grity of
all States in conduc ting all peacek eeping activiti es and t he need for Stat es t o compl y
with their ob ligatio ns under interna tional l aw,
Reaffirming th at respec t for the bas ic princip les of peac ekeepin g, includ ing
cons ent of the p arties, impart iality, a nd non -use of for ce, exc ept in self -defence and
defe nce of t he mand ate, is e ssenti al to the succes s of pea cekeepi ng opera tions,
