(200 8), 1883 (2 009), 1936 (201 0), 2 001 (2011) , 20 61 (2012) , 2110 ( 2013), 2169

(201 4), 2233 (2015), and 2299 (2016 ), an d res olution 2107 (201 3) on the situat ion

betwe en Iraq and Ku wait,

Reaf firm ing t he indepe ndence, s overeig nty, unity an d territor ial integ rity of

Iraq,

Emph asiz ing th e impor tance of the stabili ty and securit y of I raq for the p eople

of Ir aq, the region, and the interna tional c ommunit y,

Reit erati ng its gra ve conc ern at the cur rent sec urity s ituation in Ira q as a result

of t he cont inuing presence of an d threa t by te rroris t group s, in p articula r the I slamic

Stat e i n I raq and the Leva nt (ISIL, als o known as Da’ esh) and asso ciated arm ed

grou ps, invo lving v iolation s of in ternatio nal huma nitaria n l aw, he avy civ ilian

casu alties, i ncludin g women and chi ldren, the cumu lative d ispla cement o f more than

5.3 milli on I raqi civ ilians, t he syste matic us e o f se xual vio lence an d se xual

ensl avement, persec ution of indi viduals on t he basi s of thei r religi on, beli ef or

ethni city, a nd the thre at to t he saf ety o f jour nalists , med ia pro fessio nals, and

asso ciated perso nnel, cond emni ng the atta cks p erpetra ted b y t hese terrori st g roups

and associ ated armed groups again st the peop le of Iraq in a n atte mpt t o dest abilize

the coun try and region, exp ressi ng its symp athies to the famili es o f al l vi ctims of

terro r attac ks, an d furt her reit erating i ts com mitment to Ira q’s secu rity an d

terri torial i ntegrity,

Noti ng tha t t he presenc e of ISIL (Da’e sh) on Iraq’s so vereign te rritory is a

majo r threa t to Ir aq’s futu re, un der scor ing that t he only way t o addre ss thi s threa t is

for all Ira qis to work toge ther by addres sing needs in th e s ecurity as wel l a s t he

poli tical realm, stressing the long -term solut ion to the insta bility will re quire the

poli tical l eadershi p of Iraq to make de cisions tha t will unite th e coun try, a nd

emph asiz ing the impor tance of t he i nternati onal communi ty su pporting Ira q in this

rega rd,

Call ing on all politic al en tities to intensif y effo rts t o ov ercome divis ions and

work toge ther in an incl usive and tim ely p olitical proc ess aimed at re achin g
