Repu blic of Ko rea ( “the DPRK”) on Septemb er 2 , 201 7 in viola tion o f res olutions

1718 (2 006), 1874 (200 9), 2087 (2013), 2 094 (2013) , 22 70 (2016) , 23 21 (2016),

2356 (2 017), and 23 71 (2017) an d a t the challen ge such a test con stitutes to th e

Treat y on Non -Prolife ration of Nucle ar Weap ons (“the NPT ”) a nd t o in ternatio nal

effor ts aimed at stren gthenin g the glo bal regi me of no n-proli feration of nucle ar

weap ons, and the da nger it poses to peace a nd stab ility in the regi on and beyond,

Unde rlin ing onc e aga in th e imp ortance that the DPR K res pond to other

secur ity and h umanita rian concern s of the inter national com munity and exp ressi ng

grea t c oncern tha t t he DPRK con tinues to de velop nucl ear weapon s and ballist ic

miss iles by diverti ng crit ically needed resourc es away from the peo ple in the DP RK

who have gr eat unme t needs ,

Expre ssin g its gr avest concern that the D PRK’s o ngoing nuclea r- an d ball istic

miss ile-r elated activi ties h ave destabil ized the r egion and beyond, and det ermi ning

that there co ntinues to exis t a clea r threat to inter nationa l peace and s ecurity,

Unde rsco rin g its con cern that de velopme nts on the Kor ean Penins ula could

have dangero us, larg e-scale regional securit y impli cations,

Unde rsco rin g its commit ment t o the sover eignty, territ orial integri ty, and

poli tical in depende nce of a ll Stat es in a ccordanc e with the Cha rter, and recall ing the

purp oses and princip les of t he Char ter of t he Unite d Natio ns,
