Reaf firm ing its commi tment to th e cont inuing and full imple mentatio n of

resol utions 1325 ( 2000), 18 20 (20 08), 1888 (2009) , 1889 (2009), 1 960 (20 10), 210 6

(201 3), 2122 (2013) , and 2242 (201 5) o n wo men, peace and securit y, and r elevant

state ments of its Presid ents, a nd fu rther emphasi zing t hat per sistent barrie rs to their

impl ementati on wil l only be di smantled throu gh ded icated commit ment to women ’s

part icipatio n and prot ection an d promoti on of hum an rights , and cons istent su pport to

buil ding wom en’s en gageme nt at all levels of deci sion-ma king,

Reca llin g t he com mitments of th e Beiji ng Decl aration and P latform for Acti on

and r eaffirmi ng the obligati ons of S tate Par ties to the Con vention on the Eliminat ion

of All F orms of Di scrimina tion Again st Women, the Optional Protocol theret o, urging

state s that h ave not yet don e so to consider ratifyi ng or ac ceding to them,

Furt her rec alling the obligati ons ap plicabl e to parties to armed conflic t unde r

the Geneva C onventi ons of 1 949 and the Addit ional P rotocols thereto of 1977 ,

Noti ng Gener al R ecommen dation 30 of the Commit tee o n th e Eli minatio n of

Disc riminati on Against Women on Women i n Conflic t Preven tion, Co nflict an d Post -

Conf lict Sit uations,

Bear ing in mind the Pur poses and Pr inciple s of the Ch arter of the Unite d Nations

and th e primary r esponsib ility of the Security C ouncil un der the Char ter for the

main tenance of inter nationa l peace and sec urity,

Reco gniz ing t hat State s bear the primary r esponsi bility to r espect an d ensure t he

huma n righ ts of all p ersons within their territ ory and su bject to the ir juri sdiction as

prov ided for by int ernatio nal law, and reaf firming that p arties to arme d confli ct bear

the p rimary responsi bility t o ensure the pro tection of civil ians,

Affi rmin g the primar y ro le of Mem ber States to implem ent fully the relev ant

prov isions of Secur ity C ouncil reso lutions on wome n, peace and secur ity, a nd t he

impo rtant co mplemen tary rol e of Uni ted Nat ions ent ities an d region al organ izations ,
