reaffi rmin g i ts prim ary res ponsibi lity for the m aintenan ce of internat ional p eace an d

secur ity,

Reca llin g i ts reso lutions 1325 (2000), 1809 (2 007), 20 33 (20 12), 216 7 (201 4),

2171 (201 4), 2242 (201 5) an d 232 0 (201 6); a s wel l as the Stat ements of its

Pres ident of 16 Decembe r 2014 (S/P RST/ 2014 /27 ), 25 Nove mber 20 15

(S/PR ST/2 015/ 22) and 31 Decembe r 2015 (S/PRST /20 15/2 6),

Affi rmin g th at lasti ng peace is not a chieved nor su stained by mil itary an d

techn ical e ngageme nts alo ne, but throug h poli tical so lutions and s trongly convinc ed

that they shou ld gu ide t he de sign and d eployme nt o f Uni ted N ations peace keeping

oper ations,

Unde rsco rin g t he imp ortance of peac ekeeping as t he mos t effec tive to ols

avail able to the U nited Natio ns in the pro motion and maint enance of interna tional

peac e and se curity,

Reaf firm ing its resolve to strengt hen t he ce ntral role of th e Uni ted Na tions in

peac ekeeping and to e nsure t he effe ctive f unctioni ng of the collec tive s ecurity

syst em estab lished b y the C harter o f the Un ited Nat ions,

Furt her reaf firming the basic p rinciple s of peaceke eping, includi ng cons ent of

the parties, impar tiality, and non -use o f force , exce pt in self-def ence a nd defe nce of

the ma ndate, a nd recogn izing tha t the mand ate of eac h peaceke eping mi ssion is

spec ific to the need and situ ation of the count ry c oncerne d, and that the Secur ity

Coun cil expe cts full deliver y of the mandat es it au thorizes ,

Unde rsco rin g the i mportan ce it place s on the safety and security of

peac ekeepers i n t he field and the n eed for the Secr etary -General an d Tr oop- and

Poli ce-Co ntributi ng Cou ntries, resp ectively, to work toge ther to ensur e that all

peac ekeepers in th e field are willing, capabl e and equippe d to e ffectivel y and safely

impl ement th eir mand ate,

Reco gniz ing the pledg es made by a numb er of Member Sta tes to help mee t

persi stent c apacity gaps and i mprove the per formanc e and capabil ities o f unifo rmed

and civilian perso nnel ma de at various multila teral m eetings held i n 2015 and 20 16,
