The S ecurity Council ,
Reca llin g all its p revious r esolutio ns and state ments of its Pr esident o n the
situa tion in So malia and Eritrea, in particu lar re solution s 733 (199 2), 1844 (2008) ,
1907 (2 009), 2036 (20 12), 2023 (2011) , 20 93 (2013), 2111 (20 13), 212 4 ( 2013),
2125 (2013), 2142 ( 2014), 21 82 (2014 ), 2244 ( 2015) a nd 2317 (2016) ,
Taking note of the final reports of the Somalia and Eritr ea Mo nitoring Gro up
(the SEMG ) on S omalia (S/2 017/ 924 ) an d Eritr ea (S/2 017 /925 ) a nd thei r
conc lusions on the s ituation s in bo th Soma lia and Eritrea,
Reaf firm ing its resp ect for the sovereig nty, terri torial i ntegrit y, pol itical
inde pendenc e and uni ty o f So malia, Dj ibouti an d Er itrea res pectivel y, and
unde rscoring the import ance of wor king to pre vent d estabili zing effects of regional
crise s and di sputes from spi lling ov er into Somalia ,
Cond emn ing any flo ws of weapons and am munition su pplies to and thro ugh
Soma lia in vi olation o f th e ar ms embar go on So malia, in cluding when they
unde rmine the soverei gnty and t erritori al integ rity of So malia, a nd to Eritr ea in
viol ation of the ar ms emba rgo on E ritrea, as a se rious t hreat to peace and stab ility i n
the r egion,
Expre ssing concer n th at Al -Shabaab con tinues to pose a s erious threa t to the
peac e and sta bility of Som alia a nd th e reg ion, and expr essing con cern a t the
emer gence of , and gr owing t hreat of, affilia tes of I SIL (also known a s Da’es h),
Reaf firm ing the need to combat by all means, in a ccordan ce wi th th e Cha rter
of the Uni ted N ations and int ernation al la w, i ncluding appl icable inter nationa l
huma n rights law, int ernation al refuge e law, and inter national humanit arian la w,
thre ats to in ternatio nal pea ce and s ecurity caused by terro rist act s,
Welcomi ng the fu rther i mproved relati onship between the Federal Govern ment
of Somali a (FG S), F ederal Membe r Sta tes ( FMS), and the S EMG, and underl inin g
the im portanc e of these re lationsh ips impro ving furt her and str engtheni ng in the
futur e,
Welcomi ng the FGS and F MS’s po litical agree ment r eached on 16 Apr il 20 17
on a N ational S ecurity Ar chitec ture to in tegrate re gional a nd federal forces, t he
