The Security Counci l,
Reca llin g its resoluti on 1970 ( 2011) and a ll its sub sequent r esolutio ns on Lib ya,
inclu ding reso lutions 2259 (2015) an d 2486 (2019 ) and the sta tements of its Pr esident,
Reaf firm ing its stro ng comm itment to the s overeign ty, indep endence, territor ial
integ rity an d nation al unity of Liby a,
Reaf firm ing its str ong suppor t f or the ongoing eff orts of the Unite d N ations
Supp ort Missi on in Libya (UNS MIL) and the Sp ecial Rep resenta tive of the S ecretary -
Gene ral, re call ing th at th ere ca n be no m ilitary soluti on in Libya and unde rsco ring
the impo rtance of the Un ited Nation s ce ntral role in facil itating a Libya n-led and
Liby an-owne d inclus ive pol itical pr ocess,
Welcomi ng the B erlin C onferen ce conv ened o n 19 January 2020, and thankin g
the g overnme nt of G ermany f or hosti ng the meeting,
Reca llin g the commitm ent of the part icipants at the Berl in Confer ence to re frain
from i nterfer ence in the armed con flict or in the inter nal affair s of Libya a nd their c all
on al l intern ational actors t o do th e same,
Reco gnis ing the i mportan t role of n eighbour ing coun tries and regio nal
organ isation s, notably the Afr ican Unio n, League o f Arab Stat es and Euro pean Unio n,
unde rlin ing t he impor tance of h armonis ed, coord inated a nd streng thened e fforts,
invi ting them to consi der how they mig ht suppo rt the UN and w elco ming the planned
Afric an Unio n intra -Libyan reconci liation meeting in supp ort of U N effort s,
Welcomi ng t he discus sions th at took pl ace on Li bya at th e 33rd ord inary se ssion
of th e African Union Summit i n Addis Ab aba from 9 to 11 Februar y 2020,
Affi rmin g the need for a last ing ceasefir e in Libya at the earlies t opp ortunity,
with out pre- conditio ns,
Expre ssin g grave concern over the e xploitat ion o f the conflic t by terrori st and
viol ent grou ps, and reaffir min g t he need to com bat, in accord ance w ith inte rnationa l
law inclu ding the Charter of the United Natio ns, t hreats to internat ional peace and
secur ity cau sed by t errorist acts,
