Reaffirming the Single Conven tion on Narcotic Drugs of 1961 as amended by
the 1972 Protoco l, t he Convent ion o n Psych otropic Sub stan ces of 1971, the United
Nations Convention agains t Illicit Traffic in Narcot ic Drugs a nd Ps ychotrop ic
Subs tance s of 1988, the United Nations Convent ion agains t Transna tional Organized
Crime of 2000 and the Protocols theret o, t he United Nations Convention agains t
Corruption of 2003, and th e internation al coun ter-terrorism conv entions and
protoc ols,
Welcomin g the ongoing efforts b y th e Conference of the Parties to the
UN Convent ion against Trans nationa l Organized Crime, Conference of States Parties
to the UN Convent ion agains t Corruption, UN Commission on Crime Prevention an d
Criminal Just ice, and UN Commissio n on Narcot ic Drugs to promote internationa l
coop eration a gainst transnat ional organized crime, co rruption, drug trafficking ,
trafficking in persons , money laundering, terrorism, a nd other c rimes t hat may in
some cas es directly or indirectly supp ort terrorism, as well as to ass ist Member States
in this regard within their existing mandates ,
Expressin g its concern that te rrorists can benefit from organized crime, whether
domestic or transna tional, as a sou rce of financing or logistical sup port, recognizing
that the nature and s cope o f the linkages b etween t errorism and organ ized crime,
whether domest ic or t ransn ational, vary by con text, and emphasizing the need to
coordinat e efforts at the local, national, s ubregional, regional, and internation al levels
to resp ond to this challenge, in accordance with internationa l law, including by
promoting int ernationa l lega l co operation, where relevan t,
Ackn owle dgin g, in this regard, t hat terrorists can benefit from organized crime,
whether domestic or trans nationa l, s uch as the trafficking in arms, drugs , artefacts ,
cultural prop erty an d trafficking in pers ons, as well as the illicit trade in natural
resou rces including gold and oth er precious metals a nd ston es, minerals, charcoal and
