Reca llin g all its p revious r esolutio ns and state ments of its Pr esident o n the
situa tion in Somalia ,
Reaf firm ing its respe ct for the s overeig nty, terr itorial integr ity, poli tical
inde pendenc e and unity o f Soma lia, an d und ersc orin g the imp ortance of w orking to
prev ent dest abilisin g effects of regi onal di sputes f rom spil ling ove r into S omalia,
Expre ssin g its support for the Federa l Gov ernment of Somal ia (F GS) i n the ir
effor ts to reconstr uct the countr y, co unter t he thre at of terroris m and tackle the fl ow
of i llegal arms an d armed group s, fur ther exp ressin g its int ention t o ensur e the arms
emba rgo in this re solution will e nable t he FGS in the realis ation o f these objecti ves,
and notin g its i ntention to set o ut al l of the provisio ns o f the arms embar go in th is
text,
Cond emn ing Al- Shabaab attack s in S omalia and bey ond, expre ssing g rave
conc ern that Al-Shab aab con tinues t o pose a seriou s threa t to the peace, securit y and
stabi lity of Somali a and the regi on, part icularly throug h their increa sed use of
impr ovised expl osive devic es (IEDs), and fu rthe r ex pres sing gra ve concern at the
cont inued presen ce i n So malia of affilia tes linked to Islami c St ate in I raq and the
Leva nt (ISIL also kno wn as D a’esh),
Reaf firm ing the need to comb at by al l means, in acco rdance w ith th e Charte r of
the Unite d Nat ions and i nternat ional law, in cluding appl icable intern ational huma n
right s la w, i nternati onal refugee law, and interna tional human itarian law, threats to
inter nationa l peace and sec urity cau sed by terroris t acts,
Cond emn ing any flo ws of weapons and am munition su pplies to and thro ugh
Soma lia in violat ion of the a rms e mbargo, includi ng whe n they result in s upplies to
Al-Sha baab and af filiates linked to ISIL, and w hen th ey un dermine the soverei gnty
and terri torial integr ity of Somalia as a serious thre at to peac e an d st ability in the
regi on, and furthe r con dem ning c ontinued illega l flows of we apons a nd amm unition
from Yem en to So malia,
Expre ssin g serious concer n at reports of i ncreased explo itation of S omalia, by
Al-Sha baab and trans national organ ized crim e network s, as a trans it and trans hipment
poin t for the trade in s ub-sta ndard, illicit and dual- use g oods and t he rev enues this
trad e gener ates f or Al-S habaab, and further e xpres sing c oncern at co ntinued report s
