The S ecurity Counci l,
Reca llin g its previo us r esolutio ns o n A fghanist an, in p articula r it s re solution
2210 (201 5) e xtending thro ugh 17 M arch 2016 the mandate of the United Nati ons
Assi stance Mi ssion in Afgh anistan ( UNAMA) as establ ished by r esolutio n 1662
(200 6),
Reaf firm ing its stron g commit ment to the s overeign ty, indepen dence,
terri torial inte grity a nd nati onal un ity of Afghan istan, as well as it s conti nued
supp ort for the G overnme nt and people of Af ghanist an as they re build t heir c ountry
and stren gthen the founda tions of sustain able peace and devel opment and
cons titution al democ racy,
Reca llin g t he comp letion at the end of 2014 o f the Tr ansition (Inteq al) Pro cess
and the ini tiation of the Transfor mation Decade (2015 -2024) with th e assum ption o f
full re sponsibi lity for the s ecurity se ctor by Afgh an institut ions, reco gni zing that
tran sition is not onl y a secu rity pro cess but also ent ails the full assumpt ion of
Afgh an leaders hip and own ership in go vernanc e and devel opment, a nd affir ming
that the U nited Nations suppor t in Afghan istan takes full ac count of the compl etion
of th e transi tion pro cess in Afgha nistan,
Emph asiz ing the Kabu l P rocess to wards the pri mary objec tive of reinfo rced
Afgh an le adership and o wnershi p, st rengthen ed i nternatio nal p artners hip a nd
regi onal coop eration, imp roved Afg han g overnan ce, e nhanced capa bilities of
Afgh an s ecurity forc es, e conomic gro wth, sus tainabl e de velopme nt a nd b etter
prot ection for the rights of all Afghan citiz ens, in pa rticular wom en a nd gi rls, and
welc omin g sp ecifica lly the commitm ents ma de by t he Afghan Govern ment,
Stres sing th e impo rtance of a compre hensive appro ach to addre ss the securi ty,
econ omic, governan ce an d deve lopment chall enges in Afg hanistan , whic h are of an
inter connect ed nature, and rec ogni zing that there is no pur ely militar y so lution to
ensu re the st ability of Afghan istan,
Welcomi ng the s tart o f the second year of th e Nati onal U nity G overnme nt and
emph asiz ing the imp ortance of all pa rties in Af ghanist an work ing with in its
frame work in or der t o ach ieve a unif ied, p eacef ul and pros perous future for all the
peop le of Afgh anistan ,

Welcomi ng fu rther th e stra tegic co nsensus b etween th e Gov ernment of
Afgh anistan and the I nternat ional Co mmunit y o n a rene wed and end uring
part nership f or the Tran sformati on D ecade bas ed o n the ir r efreshed mut ual
comm itments as laid down in the Sel f-Relia nce thr ough Mu tual Ac countab ility
Fram ework (SMAF) adopt ed by the Senior Offici als Me eting on 5 Septem ber 2 015
in Kabul , we lco ming progre ss ma de towards mee ting the mutual co mmitment s s et
out in the To kyo M utual Accoun tability Fram ework (TMAF ) and reaff irmed at t he
2014 Lon don Conf erence, to sup port the s ustaina ble e conomic gro wth and
deve lopment of Afg hanista n, and reaffirm ing th e impor tance o f conti nued eff orts by
the Gove rnment of Afgh anistan and th e in ternatio nal communi ty t owards mee ting
their m utual comm itments, an d looking fo rward to the Min isterial Co nferenc e o n
Afgh anistan to be he ld in Br ussels in Octob er 2016 ,
Affi rmin g that sustaina ble pr ogress on s ecurity, politic al sta bility, gover nance,
fisca l sus tainabil ity, hum an ri ghts, espe cially wo men’s ri ghts, rule of law a nd
deve lopment as wel l as t he cros s-cutti ng issu es of c ounter -narcotic s, anti -corrupti on
and acco untabil ity are mutuall y re inforci ng a nd that govern ance and develo pment
prog rammes shoul d be consi stent with the go als s et fo rth in the Tokyo Declar ation
and b e co nsistent wit h th e Go vernmen t of Afg hanistan ’s ref orm agen da, and
welc omin g t he c ontinuin g e fforts of the Go vernmen t o f Af ghanista n a nd t he
inter nationa l co mmunity t o ad dress th ese chal lenges th rough a c omprehe nsive
appr oach,
Reaf firming spec ifically in this context its s upport f or the i mplemen tation,
unde r the lead ership and owner ship of t he Af ghan people, of the commit ments set
out in the L ondon and Kabul Confe rences Com muniqu és, a nd in the Self -Reliance
thro ugh M utual Ac countab ility Fra mework ( SMAF) ou tcome do cument o f the
Afgh an Go vernmen t refo rm a genda and of the Nati onal Drugs Contro l Stra tegy, a s
part of the compre hensive impleme ntation strate gy to b e taken forwar d by the
Gove rnment of Afghani stan with th e suppor t of the regi on and the i nternati onal
comm unity, and with a coordi nating role for the Uni ted Nations as faci litator and
co-conv ener of donors, consist ent with the Ka bul Proc ess,
Welcomi ng the Afgh an go vernmen t refo rm pro gramme en titled “Re alizing
Self -Reli ance: Com mitment s t o Reforms a nd Renewe d Partners hip” that co ntains
strat egic p olicy p rioritie s for Afgh anistan to wards r ealizing self -relianc e in t he
Trans formatio n Deca de for impr oving s ecurity, p olitic al stab ility, eco nomic a nd
fisca l stab ilizatio n, adva ncing good gover nance, inc luding ele ctoral refo rm and
stre ngthenin g democr atic inst itutions , promot ing the r ule of la w and resp ect for
huma n ri ghts, parti cularly in rela tion to women and gir ls, fighting corrupti on and
the illi cit economy, inc luding narc otics, and pav ing the way for enha nced privat e
sect or inves tment a nd susta inable, socia l, envi ronmenta l and ec onomic
deve lopment , and i n this context affirm ing its sup port fo r the i mplemen tation of this
refor m prog ramme under le adership an d o wnershi p o f t he Gove rnment of
Afgh anistan,
Stres sing t he cru cial i mportan ce of ad vancing re gional coo peratio n as an
effec tive me ans to promo te sec urity, st ability and ec onomic and social develop ment
in Afghani stan, recalli ng the importa nce o f the Kabul Decl aration of 22 D ecember
2002 on Good -Neighb ourly Rela tions (Kab ul De claratio n) ( S/2002/1 416 ),
welc omin g, in this rega rd, the c ontinued c ommitme nt of the inte rnation al
comm unity to sup port st ability and d evelopm ent in Af ghanista n, and not ing
