The S ecurity Counci l,
Recalling it s previ ous res olutions and s tatement s on S outh Su dan, in particu lar
resol utions 2 057 (20 12), 21 09 (2013 ), 2132 (2013) , 2155 (2014) a nd 2187 (2014),
Expressing grave al arm and conce rn r egardin g t he c onflict bet ween the
Gove rnment of th e Rep ublic o f Sou th Sud an and oppo sition forces since Decemb er
2013 which eman ated from i nternal politi cal di sputes among the country s po litical
and military leaders ,
Deep ly conc erned that th e confl ict has result ed in g reat hu man su ffering,
inclu ding si gnifican t loss of life, displac ement o f two m illion p eople, and the loss of
prop erty, furth er impo verishin g and d isadvant aging th e peopl e of S outh Su dan,
Strongl y cond emning past a nd ongo ing hum an righ ts viol ations a nd abu ses and
viol ations of int ernation al hum anitaria n law, includin g thos e invol ving t argeted
killi ngs of civi lians, et hnically -target ed violenc e, extraj udicial k illings, r ape, an d
othe r forms of se xual a nd gen der-bas ed viol ence, recruit ment an d use of chi ldren i n
arme d confl ict, abd uctions , enfor ced dis appeara nces, ar bitrary arrests and d etention ,
viol ence aimed at s preading te rror amon g t he civilia n p opulatio n, and attac ks on
scho ols, p laces of worship and hospit als, as we ll a s Uni ted N ations and associ ated
peac ekeeping personn el and o bjects, b y all par ties, in cluding armed gr oups and
natio nal se curity forces, as we ll as the inc itement to co mmit s uch ab uses an d
viol ations, further conde mning harass ment and ta rgeting o f c ivil soci ety,
huma nitarian pers onnel and journal ists, and emphasizing that those resp onsible for
viol ations of in ternatio nal human itarian la w and viola tions and ab uses of hum an
right s must be h eld ac countab le, an d that the Governm ent of South Sudan bears the
prima ry respons ibility to prote ct its populati on from genoci de, war crimes , et hnic
clea nsing, a nd crime s again st human ity,
Expressing de ep conc ern over the larg e-scal e displa cement o f person s and
deep ening h umanita rian cri sis, stressing the res ponsibil ity bor ne by a ll parti es to t he
confl ict for the suff ering of the pe ople of South S udan, an d the ne cessity of ensu ring
that the bas ic n eeds of the popula tion are met, commending Unite d N ations
huma nitarian agenci es and partner s for t heir effo rts to p rovide urgent and
coor dinated s upport to t he popula tion, ca lling upo n all parti es to the co nflict to
