The S ecurity Counci l,
Reaf firm ing tha t te rrorism in all for ms and manifes tations con stitutes one of
the mo st seriou s threats t o internat ional pea ce and sec urity and t hat any act s of
terro rism are crimi nal and unjusti fiable rega rdless of the ir motivati ons, whenev er,
wher ever and by whoms oever commi tted, and remai ning deter mined to contri bute
furt her to enhanc ing the effect iveness of t he over all eff ort to fight this scourge on a
glob al level ,
Noti ng with co ncern th at the t erroris m threat has become more di ffuse, w ith an
incr ease, i n vari ous re gions o f the world, of t errorist acts includi ng tho se mot ivated
by i ntolera nce or violent extremi sm, and expre ssing it s deter minatio n to co mbat th is
thre at,
Reaf firm ing its c ommitme nt to the s overeig nty, inc luding soverei gnty o ver th e
airsp ace above a St ate’s t erritory, territ orial integri ty an d po litical indep endence of
all S tates in accorda nce wit h the Ch arter o f the Un ited Nat ions,
Reco gniz ing th e v ital impor tance of the glo bal aviati on system t o economic
deve lopment and prosp erity, and of al l S tates str engtheni ng avia tion sec urity
measur es to secure a stable and pea ceful glob al envir onment, and fu rther reco gnizing
that se cure air se rvices in th is regard en hance tra nsporta tion, conn ectivity, tra de,
poli tical an d cultur al links betwe en State s, and that pu blic co nfidence in the securit y
of ai r transp ort is v ital,
Noti ng that the glob al nature of aviati on means that State s ar e de pende nt o n
the effectiv eness o f each other s’ av iation security system s for the p rotectio n of t heir
citiz ens and nationa ls and relevan t aspect s of th eir nati onal se curity, be aring in mind
the common goal of the intern ational commun ity in this regard, which means States
are d ependen t on eac h other to prov ide a co mmon se cure av iation environ ment,
Expre ssin g concer n tha t ter rorist group s con tinue to view civil aviatio n as an
attra ctive target, with the aim of c ausing subst antial loss of l ife, economic dam age
and disru ption to connect ivity betwee n Sta tes, and that the risk of t error ist a ttacks
agai nst civi l aviatio n may a ffect all region s and Me mber St ates,
