The S ecurity Counci l,
Recalling i ts res olutions 1267 (1999) , 1333 (2000) , 1363 (2001), 1373 (2001 ),
1390 (2 002), 1452 (20 02), 1455 ( 2003), 1526 (20 04), 1566 (200 4), 1 617 (2005) ,
1624 (2 005), 1699 (20 06), 1730 ( 2006), 1735 (20 06), 1822 (200 8), 1 904 (2009) ,
1988 (2011), 19 89 (2011 ), 2083 (2 012), a nd 2133 (2014) and t he rele vant sta tements
of it s Presid ent,
Reaffirming that ter rorism in all i ts forms and ma nifesta tions co nstitute s one o f
the mo st serious th reats to pea ce and secu rity and that a ny acts of ter rorism are
crim inal and u njustifi able rega rdless of t heir moti vations, wheneve r and by
whom soever commi tted, and reiterating its u nequivoc al co ndemnat ion o f Al- Qaida
and other individ uals, groups, undert akings and e ntities associ ated wi th it, for
ongo ing and multi ple cr iminal terror ist act s aimed at causing the d eaths of inno cent
civil ians and oth er victims, d estructi on of proper ty and greatl y undermi ning
stabi lity,
Reaffirming that terrori sm ca nnot a nd sh ould n ot be assoc iated with any
relig ion, nat ionalit y or civi lization ,
Recalling th e Presi dential Statemen ts of t he Secu rity Co uncil ( S/PRST/2013/1)
of 1 5 Janu ary 20 13 on threats to int ernation al peac e and securit y cause d by terroris t
acts and (S/PRST/2013/5) o n peace and sec urity in Afric a,
Reaffirming the need to combat by all means, in accorda nce with the C harter
of the U nited Nat ions a nd in ternatio nal la w, i ncludin g app licable in ternatio nal
huma n right s, refu gee and human itarian law, t hreats t o inter national peace an d
secur ity cau sed by t errorist acts, stressing in this regard the impo rtant r ole the
Unit ed Natio ns plays in lea ding and coordin ating t his effort ,
Recalling i ts r esolutio n 2 133 (2 014) an d t he p ublicat ion by the Glo bal
Coun terterro rism Forum (GC TF) of the “Algiers Me morandu m o n Go od Practice s
on Preven ting and D enying the Benef its o f Kid napping for Ranso m by Terrori sts”,
strong ly co ndemning inci dents of kid nappin g and ho stage-t aking com mitted by
terro rist groups for a ny pur pose, includi ng wit h the aim of ra ising funds or ga ining

poli tical co ncessio ns, ex pressing it s d etermin ation to prev ent kid napping a nd
hosta ge-taki ng com mitted by terr orist g roups and to sec ure t he safe releas e of
hosta ges wit hout ra nsom p ayments or pol itical c oncessio ns, in acc ordance wit h
appl icable int ernation al law, calli ng upon all M ember Stat es to preven t t erroris ts
from b enefitin g dire ctly o r ind irectly fro m ran som p ayments or from polit ical
conc essions and to sec ure th e safe relea se of hostag es, a nd reaffirming t he nee d for
all Member States to c ooperat e clos ely dur ing i ncidents of k idnappi ng and hostag e-
takin g commi tted by terrori st group s,
Stressing t hat terr orism c an only be defe ated b y a sust ained a nd comp rehensiv e
appr oach in volving the active partic ipation an d colla boration of al l States , and
inter nationa l and regi onal organiz ations to impede, impa ir, is olate and incapa citate
the t errorist threat,
Emphasizing tha t sanctio ns are a n import ant tool under th e Charte r of the
Unit ed Na tions in t he ma intenan ce a nd re storatio n of i nternati onal pea ce an d
secur ity, and stressing in t his rega rd the ne ed for r obust imp lement ation of the
meas ures in paragra ph 1 of this re solutio n as a s ignifica nt to ol in co mbating terrori st
acti vity,
Reminding a ll St ates that the y ha ve a n ob ligation to take the meas ures
descr ibed in paragr aph 1 w ith respect to all indi viduals, gro ups, undert akings and
entit ies inclu ded on the Al- Qaida San ctions Lis t, regard less of the national ity or
resid ence of such in dividua ls, grou ps, unde rtakings or ent ities,
Urging all Member State s to part icipate activ ely i n ma intainin g and upd ating
the list crea ted pursuant to reso lutions 126 7 (1 999), 1333 (2000) and 198 9 (2 011)
(“th e Al-Qa ida S anctions Lis t”) b y co ntributi ng ad ditional info rmation pert inent to
curr ent l istings, sub mitting delis ting request s whe n ap propriat e, a nd by ide ntifying
and nomin ating for listing addit ional indivi duals, groups , und ertakin gs an d ent ities
whic h should be subj ect to t he meas ures ref erred to in par agraph 1 of this resolut ion,
Reminding the Co mmittee establ ished pursuant to r esolutio ns 12 67 (19 99) an d
1989 (2011) ( “the Co mmittee ”) to r emove e xpeditio usly an d on a case -by-case basis
indi viduals, g roups, und ertaking s a nd entitie s t hat no longer m eet the crite ria for
listi ng outli ned in t his reso lution,
Recognizing t he ch allenges , bot h leg al and othe rwise, to t he me asures
impl emented b y Member S tates und er paragra ph 1 of this r esolutio n, welcoming
impr ovement s to th e Com mittee’s pr ocedure s and the qu ality of th e Al -Qaida
Sanc tions Li st, and expressing its intent to cont inue eff orts to ensure that pr ocedure s
are fair and clear,
Welcoming the esta blishme nt o f th e O ffice of the Ombuds person purs uant to
resol ution 19 04 (2009) and the e nhanceme nt of the O mbudspe rson’s man date in
resol utions 1989 (2011) and 2083 (2012) , noting the Offic e of the Ombudsp erson’s
signi ficant cont ribution in prov iding ad ditiona l fa irness a nd t ranspar ency, and
recalling the Securi ty Cou ncil’s f irm co mmitmen t to ensurin g that the Office of the
Ombu dsperso n is able to conti nue to carr y out its role eff ectively, in ac cordanc e
with its man date,
Welcoming t he Om budsper son’s b iannual r eports to t he Se curity Co uncil,
inclu ding t he repo rts sub mitted on 21 Januar y 2011, 22 Jul y 2011, 20 Ja nuary 2 012,
30 J uly 2012 , 31 Jan uary 20 13, 31 July 201 3, and 31 Janua ry 2014 ,
