secur ity, econo mic, an d humani tarian c risis in South S udan, an d subseq uent violence
caus ed by the coun try’s poli tical and mi litary lead ers since D ecember 20 13, and
emph asiz ing there c an be no militar y soluti on to th e situat ion in S outh Su dan,
Expre ssin g deep a larm over th e i ncreasi ng scope of the v iolence ac ross the
count ry, stron gly co ndemnin g arm ed cla shes a nd vio lence involv ing th e Suda n
Peop le’s Liber ation A rmy (SPLA ), S PLA-In Opp osition (SP LA-IO), SP LA-IO
(Taban ), and arme d gr oups, furthe r con demning in the stronge st te rms t he on going
fight ing in viola tion of the 21 Dece mber 2017 “Agreeme nt on Cessa tion of Host ilities,
Prote ction o f Civilia ns, and Humanit arian Acc ess(the ACOH ), welc omin g th e rapid
asse ssment of these vio lations by the Cea sefire and Trans itional Secu rity
Arra ngements M onitori ng Mecha nism (C TSAMM) , a nd enc oura gin g th e
Inter governme ntal Auth ority o n Devel opment (IGAD ) to s hare re ports wi th the
Secu rity Cou ncil rap idly,
Deep ly regre tting that the p arties have disrega rded its Pr esidenti al St atements
of 23 Mar ch 201 7 and 14 D ecember 2017, most notabl y the prov isions on ad hering
to a perman ent cea sefire a nd allo wing the unhind ered del ivery o f humani tarian
assis tance to th ose in need, and recalli ng the 4 Sept ember 2016 J oint Communi que
by the Tr ansition al Govern ment of Na tional Uni ty of Sout h Sudan and Unit ed Nati ons
Secu rity Coun cil Membe rs and reg rettin g its la ck of imple mentati on by the
Gove rnment of South Sudan,
