The S ecurity Counci l,
Reco gniz ing tha t 20 18 marks the 10th anni versary of reso lution 1816 on the
situa tion wit h respec t to pirac y and ar med robb ery at sea off the c oast of S omalia a nd
reca lling its p revious resoluti ons conc erning t he situ ation in S omalia, espe cially
resol utions 1814 ( 2008), 18 16 (20 08), 1838 (2008) , 1844 (2008), 1 846 (20 08), 185 1
(200 8), 1897 (2 009), 1918 (201 0), 1 950 (2010 ), 1 976 (2011) , 20 15 (2011), 2020
(2011 ), 2077 (20 12), 2125 (2013) , 2184 (201 4), 22 46 ( 2015) and 2316 (2016) and
2383 (2017 ) as well as the St atement s of its Pres ident (S/ PRST /20 10/1 6) of 2 5 August
2010 and (S/ PRS T/20 12/ 24) of 19 N ovember 2012,
Welcomi ng the repor t of the Secr etary-G eneral (S/20 18/ 903) , as requ ested by
resol ution 2 383 (20 17), on the impl ementat ion of t hat reso lution a nd on th e situat ion
with respect to pira cy and a rmed ro bbery at sea off the coa st of So malia,
Reaffirm ing its r espect for the sove reignty, terr itorial inte grity, po litical
inde pendenc e, a nd unit y o f So malia, inclu ding S omalia ’s sove reign r ights i n
acco rdance with i nternati onal law, with respe ct t o of fshore n atural r esources ,
inclu ding fi sheries,
Noting t hat the j oint cou nter-pir acy effor ts of Sta tes, reg ions, org anizatio ns, the
mari time ind ustry, the privat e sector, think tanks, a nd civil societ y have r esulted in a
stea dy decl ine in pirat e attac ks as well as hij ackings since 2011, with n o succ essful
ship h ijacking s repo rted o ff the coast of Soma lia s ince M arch 2 017 h owever,
recognizi ng the on going t hreat that re surgent piracy and a rmed ro bbery at sea poses
to the prompt , sa fe, a nd e ffective deli very of h umanita rian aid to S omalia and the
regi on, to the safet y of seafa rers a nd ot her p ersons, to internat ional navigat ion a nd
the sa fety of com mercial ma ritime ro utes, and to othe r ships, in cluding fi shing ves sels
oper ating in conf ormity with internat ional la w, c omm endi ng c ountrie s that ha ve
depl oyed n aval forces in th e Gul f of Aden a nd the Soma li Bas in to dissu ade pi racy
netwo rks fro m carryi ng out acts of piracy,
