THE PERMANENT COUNCIL OF THE ORGANIZATION OF AMERICAN STATES,

CONSIDERING the historical significance of the commemoration of the bicentennial of the independence of Peru for the Americas, as a process that dates back to the rebellion of Tupac Amaru in Cusco in 1780, unfolding in 1820 with the arrival of the Liberating Squad under the command of José de San Martín, and culminating in 1824 with the battles of Junín and Ayacucho, under the command of Simón Bolívar and the participation of forces led by Antonio José de Sucre;
