ADJUSTMENT TO THE WORK OF THE POLITICAL ORGANS, BODIES
AND ENTITIES OF THE ORGANIZATION OF AMERICAN STATES


(Adopted by the Permanent Council at its virtual regular meeting held on November 22, 2021)



THE PERMANENT COUNCIL OF THE ORGANIZATION OF AMERICAN STATES,


RECALLING resolution CP/RES. 1150 (2280/20), of April 16, 2020, “Virtual Sessions of the Permanent Council due to the COVID-19 Pandemic”;


REITERATING the interest of Member States to maintain continuity in the functions, and achieve the objectives, of the Organization of American States (OAS);


RECOGNIZING, as a priority, the relevance of the continuous application of the measures and requirements established by the Centers for Disease Control and Prevention (CDC), to contain the spread of COVID-19 and safeguard, above all, people's lives, and health;


TAKING INTO ACCOUNT the advances in the development of vaccines against COVID-19, their widespread availability, application, and effectiveness in the host country of the OAS, in the tri-state area of ​​the District of Columbia, Maryland and Virginia;


TAKING NOTE of the results of the weekly monitoring of the District of Columbia, which establishes that the city of Washington, D.C., is currently in phase 3, meaning that there is “minimal community spread, sufficient health and public health capacity and excellent community engagement”; and


CONSIDERING that, the Permanent Council amended its Rules of Procedure on July 14th, 2021 (CP/doc.1112/80 rev. 6) to include flexibility for exceptional circumstances, like the pandemic of COVID-19, and stated on Article 35 bis. that “The Permanent Council may meet face-to-face or in a virtual format. The notice of convocation shall indicate whether said meeting will be face-to-face or virtual. In the latter case, the first item on the order of business will be the approval of holding the meeting in a virtual format by absolute majority”,
