THE EQUITABLE DISTRIBUTION OF COVID-19 VACCINES


(Adopted by the Permanent Council at its virtual regular meeting held on February 17, 2021)



THE PERMANENT COUNCIL OF THE ORGANIZATION OF AMERICAN STATES,


REAFFIRMING its resolution 1151 (2280/20) of 16 April 2020, entitled “The OAS response to the COVID-19 pandemic”;


RECALLING resolution CDSS1.R1, adopted in the S. Session of Pan American Health Organization Directing Council on 10 December 2020, entitled “Update on the COVID-19 Pandemic in the Region of the Americas, COVAX Preparedness, and Equitable Access to COVID-19 Vaccines”, and United Nations General Assembly resolutions 75/130 of 14 December 2020, entitled “Global health and foreign policy: strengthening health system resilience through affordable health care for all” and 74/306 of 11 September 2020, entitled “Comprehensive and coordinated response to the coronavirus disease (COVID-19) pandemic”;


ALSO RECALLING that the S. Parties to the International Covenant on Economic Social and Cultural Rights recognize the right of everyone to the enjoyment of the highest attainable standard of physical and mental health and that the steps to be taken to achieve the full realization of this right include the creation of conditions that would assure to all medical service and medical attention in the event of sickness;


AWARE that the Social Charter of the Organization of American S. recognizes that a safe environment is essential to integral development;


BEARING IN MIND the S. Statement on the restriction of exports of COVID-19 vaccines and supplies by the Community of Latin American and Caribbean S. (CELAC) of February 2, 2021, which expressed its concern over the creation of mechanisms that limit the export of vaccines and medical substances and items used to combat the pandemic to third countries;


ALARMED that as of February 16, 2021 over one million, one hundred thousand persons have died in the Americas as a result of COVID 19 which represents the highest mortality rate in the world;
