Welcomi ng t he conven ing of the high-le vel meet ing of th e General As sembly o n

nucl ear disarm ament, on 2 6 Septemb er 2013, and r ecogniz ing its cont ribution t o

furth ering th e objec tive of the tota l elimin ation of nuclea r weapon s,

Emph asiz ing the im portance of seeking a s afer world for all and ac hieving p eace

and security in a wo rld with out nuc lear wea pons,

Reaf firm ing that effe ctive measu res of n uclear disar mament hav e th e hig hest

prior ity, as affirm ed at the first special sessio n of the General Assembl y dev oted t o

disar mam ent,

Convinc ed tha t nuclear dis armament an d the total e limination of nuclear weap ons

are the only absolute guarantee ag ainst the use o r threat of u se of nuclear weapons,

Ackn owle dgin g th e signifi cant cont ribution made by a number o f countri es

towa rds real izing th e object ive of n uclear d isarm ament by the es tablishm ent of

nucl ear-weap on-free zones, as w ell as b y the v oluntary renunc iation o f nuclea r

weap on prog rammes or withd rawal o f all n uclear w eapons from th eir terri tories, and

stron gly supporti ng th e sp eedy establis hment of a nu clear-weap on-free zone in the

Midd le East,
