Reaf firming its comm itment t o the pur poses an d princi ples of th e Chart er of the

Unit ed Nation s, applic able inte rnation al law and the Univ ersal Dec laration of Human

Righ ts,

a nd r eaffirmi ng a lso i ts co mmitmen t to fully pro moting and protec ting all

huma n r ights and fund amental fre edoms, as wel l as to up holding the pr inciple of

huma n dignit y, in the im partial a dminist ration of justice and thr oughout all its eff orts

in pr eventin g and co mbating crime,

Reaf firming als o the respon sibility of all St ates to uphold th e Charter in its

entir ety and to ful ly resp ect the prin ciples o f sover eign eq uality, th e terri torial

integ rity of State s and non- interve ntion i n the dome stic aff airs of other Stat es

throu ghout a ll their efforts in preve nting a nd comba ting cri me,

Reca lling th e relev ant Unit ed Nati ons stan dards a nd norm s in the area o f crime

prev ention and crimin al j ustice, as well as Genera l Assem bly resoluti on 75/196 of

16 Dece mber 2020 on stre ngtheni ng th e Uni ted N ations cri me p reventio n an d

crim inal just ice prog ramme, in partic ular its technic al cooper ation c apacity, in which

the Asse mbly reco mmended t hat Memb er State s, as appro priate to t heir natio nal

cont exts, adopt a compr ehensiv e an d in tegrate d ap proach to crime pr evention and

crim inal justice refor m, ba sed on ba seline asses sments, regul ar da ta co llectio n and

analy sis, a nd focu sing on all s ectors of t he just ice s ystem, and devel op cri me

prev ention polici es, strategi es an d pr ogramme s, in cluding ones tha t foc us o n ear ly

prev ention by using mult idiscipli nary a nd par ticipato ry app roaches , in close

coop eration with all stakeho lders, i ncluding civil s ociety,
