Belonging t o Natio nal or Ethnic, Religi ous and Linguisti c Minorities

The Ge neral As sembly,

Recalling it s resolut ion 47 /135 of 18 Decembe r 1992, by wh ich it adopted the

Decla ration on the Righ ts of Per sons Bel onging to National or Ethni c, Relig ious and

Lingu istic Minor ities anne xed to tha t resolutio n, and bear ing in mind articl e 27 of the

Inter national Co venant on Ci vil and Po litic al Rights

as well as o ther relevan t existing

inter national and regio nal stand ards and n ational legislatio n,

Welcoming the upc oming thirt ieth annive rsary of the ado ption of the Dec laration

in 202 2, and rec ognizing t hat, whil e progres s has been made, the situatio n of person s

belon ging to n ational o r ethnic, religio us and li nguist ic minori ties is critical in many

parts of th e world and ma ny chall enges re main to ensure the ful l enjoym ent of their

rights, and t hat in this regar d the thirti eth ann iversary of the a doption of the

Decla ration is an occasi on for States to reflect on im plementa tion ga ps and to take

measu res for the prom otion and prot ection of the ri ghts of persons b elonging to

natio nal or e thnic, rel igious an d linguist ic minor ities,

Recalling its subseque nt reso lutions on t he effec tive pr omotion of t he

Decla ration an d all rel evant res olutions o f the Hum an Rights Council,

Recal ling also Huma n Rights Counc il resoluti on 43/8 of 19 Jun e 2020,

the Council consider ed the recommen dations of the Forum on Minor ity Issue s at its

twelf th session, he ld in November 2 019, addres sing educat ion, langua ge and the
