The General Assembly ,

Bear ing in mi nd that among the purpo ses of th e U nited Nation s are tho se o f

deve loping frie ndly relati ons among nati ons based on res pect for the prin ciple of

equa l rights and sel f-deter mination of peop les and taking o ther ap propriat e measu res

to st rengthe n univer sal pea ce, as well as a chieving intern ational coope ration in

solvi ng inte rnationa l probl ems of an e conomic , social , cultu ral or huma nitarian

char acter and in pr omoting and en couragin g res pect for hum an ri ghts and

fund amental freedoms for all w ithout di stinctio n as to race, sex , langua ge or reli gion,

Desi rous of a chieving fu rther pro gress in int ernation al cooper ation in pro moting

and encourag ing resp ect for all hum an right s and fu ndament al freed oms for all,

Cons ider ing that su ch i nternati onal coo peratio n sh ould b e ba sed on t he

prin ciples emb odied in int ernation al law, espec ially the Ch arter of th e United Na tions,

as well a s the Univers al Dec laration of H uman Rights,

Deep ly convin ced that United N ations a ction in th e field o f human ri ghts sho uld

be bas ed not onl y on a profo und unde rstandin g of the bro ad range o f problem s

exist ing in all soc ieties b ut also on full respec t for t he polit ical, ec onomic and soc ial

reali ties of each of them, i n stric t compli ance wi th the p urposes and prin ciples o f the
