The General Assembly ,

Reaf firm ing that al l Sta tes have an obligat ion to promote and pro tect human

right s an d fun dament al fr eedoms and to fulfil the oblig ations that they have

unde rtaken u nder th e variou s intern ational instru ments,

Reca llin g all previou s res olutions adop ted b y th e Gen eral As sembly, the

Comm ission on Huma n R ights and the Huma n Ri ghts Counc il o n th e si tuation of

huma n r ights in the De mocrati c P eople’s Repu blic of Korea , i ncludin g Ass embly

resol ution 74/1 66 of 18 Dec ember 2019 and Co uncil resol ution 43/ 25 of 22 June

2020,

and mind ful of the need fo r t he internat ional comm unity to stre ngthen its

coor dinated efforts a imed at achievi ng the i mplemen tation o f those resoluti ons,

Deep ly con cerned at the grave human rights situat ion, th e perva sive c ulture of

impu nity and the lac k of ac countabi lity for human r ights vi olations and abu ses in t he

Demo cratic P eople’s R epublic of Kore a,

Stres sing the import ance of followi ng up on the recomme ndations contai ned in

the report of the commis sion of inquir y on h uman r ights i n the Democra tic People’s

Repu blic of Korea,

and expre ssing g rave co ncern a t the detailed findin gs cont ained

ther ein,

Reca llin g the respons ibility of the Democra tic P eople’s Republ ic of Kor ea to

prot ect its po pulatio n from cr imes aga inst hum anity, and recalli ng also t hat th e
