of natural di sasters, from relief to dev elopme nt
The Gene ral Assembly,
Reaffirm ing its resolution 46/182 of 1 9 Decem ber 19 91, the annex to which
contains the guiding prin ciples for the strengthe ning of the coordination of emergency
humanita rian assistance of the United Nations system, as well as al l its resolutions o n
internat ional cooperat ion on humani tarian assi stance in the field of nat ural disasters ,
from relief to develop ment, and reca lling the resolut ions of the humanit arian
segments of the substan tive sessions of the Economic and Social Cou ncil,
Reaffirm ing a lso t he pri nciples of human ity, neutral ity, i mpartiality and
independ ence for the pr ovision of hum anitarian assis tance,
Recalling the Sendai Decla ration

and t he Sendai Fr amework for D isaster Risk
Reductio n 2015–2030,

ad opted by the Thi rd United Nations World Conference on
Disaster Risk Reducti on, held in Sen dai, Japan, fr om 14 to 18 March 2015,
Recognizing that the Sendai Framework applies to the risk of small-s cale and
large-sca le, frequent an d infrequent, sudden and slow-o nset disasters caused by
natural or man-made hazards , as well as related environmenta l, tec hnological and
biologic al hazards and risks,

Noting with conc ern that slow-onset disasters such as droughts a re on th e rise
in many places and can have s ignificant i mpacts on aff ected populati ons and lea d to
increase d vulnerability to other ha zards,
Recognizing the Gl obal Platform for Di saster Risk Reduct ion as the main forum
at the global level for strateg ic advice co ordination and partnership development f or
disaster risk reductio n, and recogni zing also the contribution of the relev ant regional
and subr egional platfor ms,
Reaffirm ing the Pari s Agreement

and its early entr y into force, and encoura ging
all th e parties t o the Agreemen t to fully implement t he Agreement an d parties t o the
United Nat ions Framework Con vention on Climate C hange

that have not yet done so
to depo sit their in struments of ratification, accept ance, approval or accessio n, where
appropri ate, as soon as possible,
Highligh ting th e synergies bet ween the implem entation of the 2030 Agenda for
Sustaina ble Development

and the Paris Agreement, and noting with concer n th e
findings contained in t he Special Report on Glob al Warming of 1.5°C of th e
Intergove rnmental Panel on Climate Ch ange,
Noting wi th appreciation th e hosting by the Gove rnment of Poland of the
twenty- fourth sess ion of the Conferenc e of t he Parties to t he United Natio ns
Framewor k Convention on Cl imate Change, the fourteenth sessi on of the Confere nce
of the Parti es serving as the Mee ting of the Parties to the Kyoto Pr otocol and the third
part of t he first sessio n of the Conferen ce of the Partie s serving as the Meeting of the
Parties to the Par is Agreement , held in Katowice , Poland, from 2 t o 15 December
2018, and noting with appr eciation also the conve ning by th e Government of Chile,
with the assistan ce of the Government of Sp ain, of the twenty-f ifth ses sion of the
Conferen ce of t he Parties, the fifteent h s ession of the Conference of th e P arties
serving as the Meeting o f the Parties to the Kyoto P rotocol and the second session of
the Confere nce of the Parties serving as the Meet ing of the Parties to the Paris
Agreemen t, in Madrid fr om 2 to 13 Dec ember 2019,
Welcoming the holding of the 2019 Climate A ction S ummit co nvened by the
Secretar y-General on 23 S eptember, and taking note of the mult i-partner initiatives
and comm itments present ed during the Summit,
Noting with appreciat ion the h osting by the Governme nt of Switz erland of t he
sixth sessi on of the Global Platform fo r Disaste r Risk Reduct ion, held in Geneva from
13 to 17 May 2019,
Taking note of its resolution 71/1 of 1 9 September 2016, in which the General
Assembly adop ted t he Ne w York Declaration for Refug ees a nd Mi grants and the
annexes thereto,
Welcoming the convenin g of the intergovern mental conf erence held on 10 and
11 Decem ber 2018 in Marrakech , Morocco, and recall ing that i t adopted the Global
Compact for Safe, Orderl y and Regu lar M igration, also known as the Marrakec h
Compact on Migration,

Emphasiz ing the f undamentally civilian characte r of human itarian assistance,
reaffirmi ng, in situations in whic h militar y capacity and assets are used as a last reso rt
to support t he implementatio n of humanit arian assistance in the field of natur al
disaster s, the need for their use to be undertak en with the consent of th e affected St ate
and in confo rmity with internat ional law, including inte rnational humani tarian law, as
