The General Assembly ,
Reaffirm ing its reso lutions 46/152 of 1 8 Dece mber 199 1, 60/1 of 16 Sept ember
2005 , 67/1 of 19 Septemb er 201 2, 69/ 193 an d 69/19 6 o f 18 D ecembe r 2014, 70/17 8
and 70/1 82 of 17 Decemb er 2 015, 71/209 of 19 D ecember 201 6, 7 2/19 6 of
19 Dece mber 20 17 and 73/186 of 17 De cember 2018,
Reaf firming also its resolut ions r elating to the ur gent n eed to stre ngthen
inter nationa l coo peration and techn ical assista nce i n pro moting and facili tating the
ratific ation and imple mentation of the Uni ted Nations Con vention against Tra nsnational
Organ ized Crim e and the Pro tocols the reto,

Crim inal Justic e a nd prepara tions for the Fou rteenth Un ited Natio ns Congres s o n
Crim e Prevent ion and Cr iminal J ustice, an d recalli ng that the theme of t he Fourte enth
Cong ress, t o be he ld in Kyoto, J apan, from 2 0 to 2 7 April 2020, w ill be “Advan cing
crim e prevent ion, crim inal just ice and th e rule of la w: towar ds the ach ievemen t of the
2030 A genda”,
Unde rsco ring the role of t he C ommissio n on Cri me P reventio n an d Cr iminal
Just ice as the principa l policy making b ody of t he United Nations in the fi eld of cri me
prev ention an d crimina l justice, and reaffi rming its r esolutio n 73/1 83 of 1 7 Decemb er
2018 on enha ncing th e role o f the Co mmissio n in con tributin g to the imple mentati on
of the 20 30 Ag enda for Sus tainable D evelopm ent, in which M ember Sta tes were
enco uraged to r aise awar eness of the work of the C ommissi on in the suc cessful
impl ementati on of th e 2030 Ag enda,
Reaffirm ing i ts resolut ion 73/1 85 of 1 7 Decemb er 2018 on t he rule of l aw, crime
prev ention a nd crimin al justi ce in the context of the S ustainab le Devel opment Goals,
Expre ssing its grave con cern about the neg ative effect s of tra nsnation al
organ ized crime on develo pment, pea ce, stabil ity and secu rity and hu man rights ,
abou t t he increas ing vulner ability of Sta tes to such cri me and about the gr owing
degr ee of penetr ation of cri minal orga nization s and their fin ancial an d economi c
reso urces in to the e conomy,
Expre ssing co ncern at the inv olvemen t of orga nized cr iminal g roups, a s well as
the substan tial in crease in the volume , rate of tr ansnatio nal oc currence and r ange o f
crim inal off ences r elated t o traffi cking i n precio us meta ls, sto nes and other mineral s
in some parts of the world, and the potent ial u se of traff icking in preciou s met als,
stone s and other mineral s as a sourc e of f unding for org anized crime, other relevant
crim inal act ivities and terr orism,
Deep ly c oncerned ab out the growing lin ks, in s ome cases, bet ween forms of
trans national o rganized cr ime and te rrorism, r ecognizin g that coun tering tra nsnationa l
organ ized crime and te rrorism is a commo n a nd shared resp onsibili ty, a nd i n t his
respe ct recall ing Econ omic and Social Co uncil res olution 2019/21 of 23 Jul y 2019 on
techn ical assi stance pr ovided by t he United N ations Off ice on Dru gs and Crim e
relat ed to co unter-t errorism ,
Conv ince d that the rule of l aw an d de velopme nt ar e str ongly interre lated and
mutu ally re inforcin g and that th e adva ncement of the rule of law at the natio nal and
inter nationa l levels, i ncludin g through crime pr evention and crimi nal just ice
mech anisms, i s essentia l for susta ined and in clusive e conomic g rowth and sustaina ble
deve lopment and t he ful l reali zation of all human rights and fundame ntal fr eedoms,
inclu ding t he righ t to develop ment, a nd in this r espect reaffir ming th e 2030 Agenda
for Su stainab le Develo pment,

whi ch, inter a lia, incl udes the c ommitme nt to pro mote
peac eful and inc lusive soc ieties for sustaina ble develo pment, pr ovide acce ss to justic e
for all and build effectiv e, acco untable and in clusive institu tions a t all l evels, and in
this re spect recal ling its resol ution 70/ 299 of 29 July 201 6 o n the follow -up and
revi ew of th e 2030 Ag enda at the glo bal leve l,
Emph asiz ing that tran snation al organize d c rime must be ad dressed wi th full
respe ct for the pr inciple of the sovere ignty o f States and i n accor dance with the rul e
of l aw as pa rt of a compre hensive respons e to pro mote du rable s olutions throug h the
promo tion of human rights a nd more equitab le socio economi c condi tions,
