The General Assembly ,

Guid ed b y the Cha rter of t he United Nations , which e xpresse s, in part icular, th e

deter minatio n to promot e social pro gress and better st andards o f life in large r freedom

and, to t hat end, to empl oy inter nationa l mecha nisms fo r the pr omotion of the

econ omic an d social advance ment of all peo ples,

Reca llin g th e Unive rsal Dec laratio n o f H uman Ri ghts,

Reca lling fu rther the Dec laration on the Right to Dev elopment , adopt ed by the

Gene ral Assemb ly in its re solution 41/128 of 4 Decem ber 1986, which co nfirmed t hat

the ri ght to devel opment is a n inaliena ble human r ight and tha t equalit y o f opportu nity

for deve lopment is a prerog ative both of natio ns a nd o f in dividual s w ho m ake up

natio ns, and t hat the i ndividu al is the central subject and bene ficiary of devel opment,
