The General Assembly ,
Reaf firm ing its resol ution 46/182 of 19 Dece mber 1991 and the g uiding
princ iples c ontained in the annex t hereto, other r elevant General A ssembly and
Econ omic an d Social Counci l resolut ions an d agreed conclu sions of the Cou ncil,
Taking note of the reports of the Secre tary-Ge neral on the streng thening of the
coor dination of emerge ncy huma nitaria n assista nce of the United N ations

and o n the
Cent ral Emer gency Re sponse Fund,

Reaf firm ing th e prin ciples of hum anity, n eutralit y, impar tiality and
inde pendenc e in the provis ion o f hu manitari an a ssistan ce, and r eaffirmi ng al so th e
need for all act ors en gaged in the provi sion of human itarian assist ance i n situa tions
of comp lex emerg encies and n atural dis asters to pr omote and f ully respe ct these
princ ipl es,

unpl anned and ra pid urban ization of po pulatio ns, epidem ics, natur al hazar ds,
envi ronmenta l degr adation , arme d conf licts and a cts of terror ism, which a re add ing
to underde velopmen t, pov erty a nd ine quality and a re incr easing the v ulnerabi lity o f
peop le while reducin g their ability to cope with hu manitar ian crise s,
Unde rsco rin g the need, in orde r to ens ure a s mooth trans ition from relie f to
reha bilitatio n and deve lopment, to better align, wher ever appropri ate, humanita rian
and develop ment a ssistanc e with natio nal dev elopmen t prior ities a nd stra tegies, and
enco uraging M ember S tates, a s well as t he Unite d Nations system a nd region al
organ izations in sup porting the effo rts of M ember S tates, t o tackle the roo t causes of
huma nitarian crises, includin g povert y and un derdeve lopment, build t he resili ence of
affec ted Stat es, incl uding h ost co mmunitie s, and r educe hu manitar ian need s,
Conc erne d about the g rowing gap between human itarian needs and resour ces,
welc oming non-tr aditiona l dono rs, a nd emp hasizin g the need to mobilize adeq uate,
pred ictable, timely and flexible resou rces fo r huma nitar ian ass istance, based on a nd
in propor tion to a ssessed ris ks a nd ne eds, with a view to p lanning for, mitig ating,
prep aring fo r, respon ding to and reco vering from hu manitari an emerg encies,
Reco gniz ing , in this reg ard, the sign ificant ach ievemen ts of the Cent ral
Emer gency Res ponse Fu nd in fac ilitating life-s aving ass istance t o crisis -affected
peop le by prov iding timely fund ing, enabling hum anitaria n org anizatio ns a nd th eir
impl ementin g p artners to ac t q uickly wh en tragedy st rikes and ste er resourc es to
crise s tha t do not r eceive the a ttention that they need and d eserve, empha sizing the
need to broade n and diver sify the i ncome base of t he Fu nd, a nd wel coming in this
rega rd the c all by the Secr etary- General to incr ease the level of the F und to 1 billio n
Unit ed State s dollar s,
Reco gniz ing also the si gnifica nt achiev ements o f country -based p ooled fu nds in
facil itating assista nce to pe ople in need, no ting the Secreta ry-Ge neral’s call for
dono rs to inc rease th e propor tion of h umanita rian app eal fund ing chan nelled t hrough
count ry-base d poo led fu nds, and no ting also t hat ot her po oled funding mecha nisms
can make imp ortant contribu tions,
Emph asiz ing that strength ened needs analys is, r isk managem ent a nd s trategic
plan ning, in coordin ation wi th affec ted Stat es, inclu ding th rough th e use of open an d
disa ggregate d data, are c rucial elements to e nsure a better inform ed, mor e effec tive,
tran sparent and coll ective r esponse to the needs of people affected by cris es,
Reit erati ng the ne ed for Member States, releva nt Unit ed Nat ions org anizatio ns
and o ther rel evant a ctors to mainstr eam a ge nder pe rspectiv e into h umanitar ian
assis tance and i ntegrate a g ender perspec tive i nto al l disa ster ri sk red uction efforts ,
inclu ding by addre ssing the spec ific needs, an d pr omoting the pr iorities an d
capa cities, o f women, girls, me n and bo ys in a com prehens ive and co nsistent manner,
and al so respe cting and protect ing their r ights, r ecognizi ng that in humanita rian
emer gencies, women, girls and bo ys face height ened ri sks to their safety, he alth a nd
well -being, and reit erating also tha t it is essen tial to e nsure that women are
empo wered to effectiv ely and meaning fully partici pate in l eadersh ip a nd d ecision -
maki ng proce sses,
Reit erati ng a lso the need for Mem ber Stat es, rele vant Uni ted Nati ons
organ izations and other relevant actor s to improve accou ntabilit y at all lev els to the
need s of aff ected po pulatio ns, and recogni zing the import ance of inclusi ve
part icipatio n in dec ision-m aking,
Reco gniz ing t hat perso ns with dis abilitie s are dispro portion ately affec ted in
huma nitarian e mergenci es and fac e multiple b arriers in a ccessing assistan ce, recall ing
the ne ed for the invo lvement o f persons wi th disabi lities in dec ision -making pr ocesses
and for main streami ng, whe re possi ble, the ir persp ectives and nee ds in h umanitar ian
