resul ted in thousan ds of c asualtie s, b oth civilia n a nd military, and, in thi s re gard,

stre ssing the need for all actor s to comp ly with applic able interna tional law at all

times ,

and means of detona tion of improvis ed expl osive de vices,

Expre ssing profo und conce rn at the in discrimi nate use a nd effects o f improvi sed

expl osive dev ices and at the in creasin g human itarian i mpact o f such att acks on

civil ian popul ations wo rldwide, in particu lar throu gh the perp etration o f terroris t acts,

and noting t he need for a co mprehen sive ap proach i n addres sing thi s conce rn,

Expre ssing concern at t he seri ous ha rm tha t suc h impr ovised explosi ve dev ice

attac ks ha ve ca used to Un ited Nations staff and peacek eepers, and to humanita rian

work ers, by thre atening th eir lives, i ncreasi ng the cost of t heir activ ities, limi ting thei r

free dom of moveme nt and affectin g their abilit y to e ffective ly deliv er on t heir

mand ates,

Expre ssing conc ern also abo ut t he negativ e i mpact of the se attacks on

socio economi c d evelopm ent, infrast ructure and fr eedom of movem ent, and on the

secur ity and stabili ty of S tates, a nd thus underli ning th e need to addr ess this issue in
