the p romotio n and pr otectio n of hum an right s while counter ing terr orism,

Reca lling also t he Uni ted Na tions Global Counte r-Terroris m Stra tegy

cons ecutive Genera l Assem bly re solution s on the re views of the Strat egy, incl uding

thei r provis ions rel ated to victims of terro rism,

Reaffirm ing the co mmitme nt o f M ember Sta tes to taking mea sures aimed at

addr essing the dehu manizati on of vict ims of ter rorism in a ll its form s and

mani fest atio ns,

Reco gniz ing the ro le that vi ctims of t erroris m in all it s forms an d manife stations

can play, i ncluding in c ounteri ng the appeal of t errorism , and emphas izing the ne ed

to promot e int ernation al so lidarity in suppor t of victim s of terro rism and t o ens ure

that victims of terro rism ar e treate d with d ignity and res pect,

Reaffirm ing that Membe r Sta tes ha ve the prim ary r esponsib ility in cou ntering

terro rism an d suppor ting vic tims of terrori sm,
